3. If you live in Russia, and also your last visa was obtained in Russia.
4. If your last US visa is not flagged Clearance Received ("Permission received").
If your situation meets all four circumstances, you can apply for a US Visa again, without passing an interview. 3. Create a Personal account. You have to consistently fill several pages with questions relating to personal data, travel information, the process of sending documents, etc. Pay attention to the section that contains questions that determine your eligibility for a visa without an interview.
If your situation meets all requirements - you will receive a letter confirming the possibility of re- applying for a US visa without going through the interview process. This letter will be listed a list of documents required for submission to the American Embassy. Print it in duplicate.
